cancer arises in the cells when the cells are mutated on the proto-oncogenes such that the protein encoded by it becomes constitutively active or hyperactive or due to mutations on tumor suppressor genes such that it the protein product of the tumor suppressor genes becomes inactive.

stem cells in the adult include those which produce blood cells, the cells produced by the stem cells are differentiated to perform particular functions.

Cancer may arise from stem cells, if the stem cells ( embryonic cells ) remains in the body at positions it is not meant to be.
