It is given that the molecules are transported by the diffusion across the cell. The molecules transport inside are needed for the cell.

1) The movement of molecules moves across the cell from high to low concentration. There are 9 X molecules inside the cell whereas 3 X molecules are present outside the cell. That's why X molecules moves outside.Hence the X molecules are not needed by the cell. Because X molecules moves outside. And it is given that molecules move outside are not needed by the cell.

2) There are 7 molecules outside the cell whereas 4 Y molecules are inside the cell. That's why Y molecules moves from outside to inside by diffusion because the movement of molecules from high concentration to the lower concentration.
