Let B and b are the allele controlling bicoid gene (mutant) and bb be the alleles causes mutation of bicoid gene, Here we are crossing two flies which are heterozygous for bicoid mutant gene, so the genotypes possible outcomes are(progenies)

BB, Bb, and bb

there should be two outcomes of Bb.

So 3/4 is the probability of fly having normal head in first generation. (only bb is expressing mutation.)

And this gene having a maternal effecting phenotype, because the gene is expressing in the fertilised egg with in the flies body. So the genes are under the maternal control.

That is the protein from the maternal body can regulate their expression.
