The above statement is FALSE. Blood from head and neck is carried back to heart by gravity. Movement of blood in veins through muscle contraction is achieved in legs and arms by the help of skeletal muscle pump. The skeletal muscles contracts and squeezes blood in the vein upwards, back to heart.
