Modified enzyme will be recessive because to make a new mutated enzyme both the allele would have to be mutated so that mutated protein is expressed.if one allele is giving mutated subunits and one is giving normal then the enzyme will be dysfunctional which will not be able to cleave the toxin.

That why it has to be recessive.

2) but in case of 2 l like a neurotransmitter receptor mutation will be dominant BECASUE it is formed of a peptide which have multiple subunits so if one gene have the unmutated subunits and one has muted so final product will be dysfunctional which can help to resist against pestiside.
