An ncRNA is a non-coding RNA. The RNA is transcribed from the genome by the RNA Polymerase. However, this RNA is not translated into a protein product.

Instead, it works by regulating the translation of mRNAs. It binds to a complementary mRNA strand thereby preventing it from being translated thus acting as a translational inhibitor.

ncRNA doesn't bind to calcium ion. It also does not regulate at the transcriptional level, hence it does not bind to the DNA.

Also it does regulate but not by binding to the ribosomal complex.

Hence the correct option is b.
