lac repressor binds to the lac operon and inhibits the expression fo the alc operon, lac repressor is encoded by lac I gene, beta-galactosidase is encoded b lac Z and permease is encoded by lac Y gene.

1) here the lac repressor gene is lac Is, it has super mutation, so lactose cannot inhibit it from binding to the operator, but here the operator is constitutive means the lac repressor cannot bind to the operator, here lac Z is functional and lac Y is mutated so beta-galactosidase is produced constitutively and permease is no produced so the answer is constitutive production of beta-galactosidase, no production of permease.

2) here one operon has constitutive lac operon, so the functional gene in that operon lac Y is expressed constitutively, and in the other operon all the regulatory components are normal, lac I and lac O are functional, so the functional gene in that lac operon, lac Z is expressed in the presence of lactose. so the answer is Inducible production of beta-galactosidase and constitutive production of permease.
