Considering the Twitter's international scope and worldwide reach it should use a country based strategic planning. The reason for this is that each and every national market behaves in its own way due to their unique cultural, legal and social aspects. This kind of strategy is sometimes called glocalization. It is the strategy that is followed when a product/service is marketed in the global market but is adjusted according to the local market and its needs. This is mainly done in order to make the product fit in a specific market. Even the organizational policies are adjusted in the same manner and the focus is kept on hiring local people as they can understand the local market in a better way.
