Safety culture can be defined as a commitment towards the safety of the employees inside a workplace or an organisation in each and every level. It can be the organisational safety as well as I believe of norms and rules and regulations under in organisation. You can also be the safety measurements of an organisation.
Core elements for safety culture are as follows
Managed commitment to safety
Why having manage commitment towards the safety, safety culture of an organisation can be introduced as well as increased by a large margin. Having organised structure for the support system of the organisation as well as having a structure is manage system for the safety guidelines good really improve the overall safety culture of the organisation. This also helps in being managed as well as efficient as the safety organisations directly reduce the overall redundancy.
Satisfaction of the job
Job satisfaction is one of the most important parts in creating a safety culture, if an employee is happy with his job then he'll be paying full attention towards the organisation in each and every manner. My having a satisfactory job and employee can easily increase the level of safety as is total concentration would be on the specific job.
Training and physical environment
By providing training towards different equipments in the organisation ,how to operate those equipment and create the desired results. By providing proper training for the equipments as well as a service has been used in the organisation, level of the factor of safety could be very much increased. As having a proper training would directly reduce the chances of any accidents for the specific set of equipments.  

Commitment towards organisation  

By improving the overall commitment towards your organisation the level of safety can be increased as an improved level of commitment would directly affect the responsibility of an employee towards the organisation. If an employee is committed to physician he will show the quality of dedication which directly result in increased safety values for the organisation.

Worker involvement

Workers should be involved into the organisation provide their best.s the environment of the workers directly affects the overall safety factor of the organisation and provides a safer working environment for the other workers as well. By having a direct involvement in the organisation workers are prone to provide a safety as well as a working environment for other workers as they are being involved in each and every activity going inside the organisation.

Support of co-workers  

Support of co worker is very necessary in creating a safe working environment inside our place. By having a report of the coworkers and employee can feel positive inside an organisation and reduce the factor of errors as well as other in securities which can lead to an accident inside an organisation.

Performance management

My maintaining a performance of each and every employee inside the organisation as well as maintaining a performance of the different departments the level of satisfaction could be increased this increase level of satisfaction would directly affect the overall thinking of the employees inside an organisation and would create a safer and much productive working environment.  

Individual accountability  

By being personally accountable towards and organised you always show the of asking questions and delivering the best in you. By having a constant will to answer the problems, level of safety could be increased as the commitment towards the specific Organisation in terms of the accountability is readily increase and provides a better support for the organisation.
All in all vacancy for developing a safety culture inside an organisation, the specific organisation should be continuously learning. Best learning process always involves the analysis of different factors as well as overcoming certain problems as there is inside an organisation. By learning from the previous accidents and not repeating those accidents could be very beneficial for organisations to develop our safety culture. An organisation should also develop a reporting culture that could easily report the incidents anonymously as well as being rectified on time.
