There are several reasons why a country spends more on other countries' products:
1. A single country cannot specialize in every good as it has limited resources with them and thus there are always other countries that make some goods in a cheaper way and sell them at cheaper cost. Thus it becomes profitable for a country to export those goods from them instead of making them at high cost in their own country.
2. In some cases, few developing countries lack enough knowledge and technology to make few goods and thus they have to be brought from somewhere else. Thus they are exported from some country.
3. Some goods like crude oil and petrol are available in only few countries. Ans since it is a natural resource and cannot be made artificially it has to be exported from some other country.
