In a certain crystal, there are several energy bands the lowest two of which are completely filled. Then there is a gap of 12 eV between the lowest energy level of the third band and the highest energy level of the two lowest bands.

Certainly the Crystal is an insulator. The reason behind this is that the band gap energy is greater than 9eV which is the criteria for an object to be classified under insulator category.
