LC 3 assembly language has first 4 bit opcode of NOT instruction which is 1001 , then 3 bit for destination register which is R4 whose opcode will be 3 bit binary of number 4 I.e. 100, then next 3 bit will be 3 bit binary of source register R2 I.e. 010 and then remaining 6 bits will be all 1s.

Hence the machine code is 1001 100 010 111111 which in hexadecimal is 0x98BF. So option d is correct.
