Security risk – Infant abduction

The team to handle the security risk of infant abduction involves the following people-

  • Staff
  • Senior Midwife/Beep Holder
  • Director on call
  • Service Manager (Obstetrics & Gynaecology)
  • Police
  • Security team
  • Chief Executive
  • Trust Press Officer

Emergency procedure for infant abduction

Raising Alarm

  1. The first step is raising the alarm. In the incident of a suspected infant abduction, the first step that the member of the staff does is to raise the alarm and take efforts immediately to inform the Senior Midwife/Bleep Holder.
  2. The Senior Midwife/Bleep Holder will immediately instruct for the search of the area.
  3. In the event if the infant is still not found, then the Senior Midwife/Bleep Holder will immediately contact the switchboard operator and say the code ‘infant abduction’ referencing the child’s identity and location.
  4. The Senior Midwife/Bleep Holder will then inform the switchboard operator to inform the following personnel about infant abduction:
  • Police
  • Director on call
  • Security/Fire team
  1. The Senior Midwife/Bleep Holder will take responsibility to notify all other staffs in the department.
  2. The on-call director notifies of the situation to the Chief Executive and the Trusts Press Officer.

Incident Co-ordinator

  1. Director on-call acts as the incident coordinator until the police arrives on scene. The police is responsible to manage the entire incident as child abduction is a crime. The response to incident is provided to the police department.

Preserving the scene

  1. The forensic evidence will be preserved to facilitate further investigation. A security team member will be appointed at the site entrance to preserve the evidence.

Lock-down of site

  1. The incident coordinator (director on call /the police personnel) will instruct a lock down of site and ensures that a security/fire team member guards the staircase, floor entrants and lifts.
  2. Random checks of the car park will be carried out by the security control room staff
  3. CCTV footages are analyzed Security Control Room staff for investigation.

Protecting

Support to the family

  1. In the mean time, adequate support will be provided by the midwife. Also, the incident coordinator will update the family of the progress of the search.

Communication to the media

  1. No communication to the media will be provided without the direction of the police officials.
  2. The Trust’s Communications Officer is responsible for the management of the communication to the press and other media.

Post review

  1. Once the on-call director will conduct a post review of the incident to cover all the aspects of the incident such as its cause, action taken, preventive measures and improving staff awareness
  2. Policies are reviewed, updated and implemented. Constant monitoring of the policies is done to ensure continuous improvement.
