A people meter is a box the size of a paper book. The box is connected to each TV and comes with a remote control. Each family member in the sample family receives their own clock button. It specifies the age and gender of each family member. If the TV is on and the viewer is not recognized, the meter blinks to charge them. The Add Metrics button allows guests to participate in templates, records, age, gender and viewing status on the system.

Another device is small, the size of the audio signal located on the wall below or near any TV in the family. It monitors everything that comes from the TV and transmits information with a micro-mobile device to keep people narrow-minded of what and when.

The instrument, known as the "Frequency Meter", was developed by a British company called Audit of great britain (AGB). AGB's parent company, TNS, operates in 34 countries worldwide.

Initially, these metrics determined the frequency of the network - VHF or UHF - viewed on the viewer's television. The system became obsolete when direct-to-home (DTH) satellite food became popular and viewers began receiving personal digital digital devices. When AGB just entered the US market with such technology, Nielsen felt the need to compete.
