Hyperventilation usually occurs when the person is having panic attacks and begin to breathe rapidly and start losing CO2 in the blood. CO2 is necessary to maintain the pH balance. When someone loose a significant amount of CO2 the cells may start to work abnormally.

When someone uses paper bag to breathe the air he/she expelled, the CO2 is put back in the body and maintain the pH of blood and respiratory rate may return to normal because body isn't hyperventilating and not inhaling excessive amount of oxygen.

NOTE: this method is not particularly found to be helpful by health professionals and may even prove to be problematic in case when stroke or respiratory mdistress is mistaken for hyperventilation.
