This is somewhat justified by the situation of the command-and-control strategy that dominates the present environmental policy. The overwhelming impact of command-and-control demonstrates why there is no immediate notice of progress towards the use of market-based approaches. A very extended method is the method of creating a fresh policy or reforming an existing policy. The command-and-control strategy has a background with authorities and citizens who do not have a market-based strategy that can lead individuals to feel uncertain or even reject the strategy together.

People have argued that the market-based method values pollution as a positive and not as a negative. Others who have not observed the results they expected in permit exchange programs are primary critics of the method. Some people are apprehensive when it comes to the expenses associated with the market-based supervising and register systems.
