I need help designing a procedure that seeks to convert 25 drops of acetic acid solution...

I need help designing a procedure that seeks to convert 25 drops of acetic acid solution into a buffer system. I have to plan the design so that between 35 and 50 drops of the buffer system is created. The procedure is supposed to measure the pH of the buffer system. The design has to clearly demonstrate the buffer action so that way I am able to estimate the buffer's capacity from my results.

Please help! Thank you.
