Ans) Whenever there is a policy change people do not remain neutral , they have emotions for the change too.

If change is perceived to be pleasant by the change receivers then there is less effort needed by the change initiators to sustain the change.

But if it goes the other way round and change is perceived negatively by the change receivers, they will start reacting. Because initiators focus mainly on the output while receivers analyse how this change will affect their regular lifestyle. So there may be arising protests and policy makers will have to take action in order to sustain the change. Now, it is upto them how well they handle the situation either by persuasion or by taking strict action.

Taking the example of hongkong's extradition bill to mainland china policy. There is a widespread and mass protest across hongkong. To sustain the policy, policymakers resorted to police action which did not go very well. Police tried to stop protest by using tear gas and force but protesters retaliated. Here we can see that government was not able to sustain the change very well. Police action and force was not the answer.
