In storming stage the storm is high. It means the conflict is there among the group. The employees are not happy with the team leaders as well and questions about his or her ability, experience as well. The performance is not there as a group or team and they have anger about their roles and responsibilities.

2 Norming

This is the norming stage which comes after the storming stage. In storming the conflicts are high. In the norming stage the conflicts are settling downs and the team members are understanding each other. The bond formation has been started and after this the team will go in the performing stage.

3 To encourage team members to take on more responsibility and work together to create means acceptable for solving problems

IAs I have mentioned above in norming stage the conflicts are settled down. So the team leader should prepare the team for the performing stage. In the performing stage the team members have to take extra responsibilities.
