Can a vector have a component equal to zero and still have nonzero magnitude? A component...

Can a vector have a component equal to zero and still have nonzero magnitude? A component is made up of a magnitude and distance, so if i have (3m, 0degrees) i have a vector moving in the x direction for tree meters, it is going in the zero degree direction for 3 meters. And if i have a component (0 , 45 degrees), i have no velocity going towards 45 degrees. I tried answering "No, because another component of the vector will be zero too." but it was incorrect.
