Answer

Counseling helps the employees to boost his confidence. It helps the manager understand the problem and personal or professional issues an employee is undergoing, which is impacting his job performance. Counseling helps to ease the difficulty of employee and help him to meet his requirements. Manager uses counseling if an employee's productivity is declining, which involves one to one meeting or discussion, and resolving the issue with a positive approach instead of demotivating him infront of other fellow members.

If at all the productivity doesn't increase, though counseling was provided and problem if any occurred was solved, them manager can take disciplinary action, using negative reinforcement like cutting some of the benefits, and at the last resort, demoting if the jobs basic requirements are not fulfilled after facilitating every needed things.
