San Bruno pipeline explosion occurred in September 9, 2010. It was when the 30-inch steel gas pipeline exploded which injured 70 homes, damaged 38, killed 8 individuals and harmed approx. 58 individuals. The disaster was to such an extent that it gave rise to the concept of spontaneous planning.
The term spontaneous planning means to react immediately upon any situation to reduce its harm. In this condition one does not have to wait for all the protocols to be processed instead the delegation of powers to the lower and active workers is given to make the default good.

It takes place when the actual planning which was forecasted and decided cannot help the current situation therefore, one needs to have detailed planning for any unforeseen event as not every time spontaneous planning will work when any disaster is unfold.
Hence it is not fully effective because it is done immediately therefore chances of loopholes are higher. However, yet it is considered good because the aim is to manage the time by doing multiple things at one go.
Improvisation is the aid to creativity and flexibility. After the occurrence of any disaster step are made to avoid such kind of repetition therefore every time the disaster is unfold, new techniques are launched to save the project from any disaster.
