San Bruno pipeline explosion occurred in September 9, 2010. It was when the 30-inch steel gas pipeline exploded which injured 70 homes, damaged 38, killed 8 individuals and harmed approx. 58 individuals. The disaster was to such an extent that it gave rise to the concept of spontaneous planning.

The term spontaneous planning means to react immediately upon any situation to reduce its harm. In this condition one does not have to wait for all the protocols to be processed instead the delegation of powers to the lower and active workers is given to make the default good.

1. The two illustration of spontaneous planning occurred during that day was

  • The city officials recognized that the houses were in damaged condition and people were in state of shock. The felt that people who lost their houses need to back on their land as soon as possible and it was only possible when they will file insurance claims. This was the first spontaneous planning that was within the period of 2 days the officials started the process of reentry.

2.The term improvisation means to adapt in emergency management an unfold situations. The minds required to have creativity and flexibility to make complex situation easier. The spontaneous planning helped in post disaster operation in effective way.

  • During this incident the pipeline audit was conducted to check whether it was able to carry such pressure or not. As various lawsuits were filed for the criminal negligence therefore screening of every place and testimony of every individual at the work place was recorded.
  • Installation of control room. During that incident there was no control room to supervise the actions as the manual labor use to check and react. After this incident there was new control room which was associated with 208 automated valves which use to shut utility automatically when there were some crises. The use of this was so good that it used to detect earthquake before arising and the cherry to the cake was that there was no human interference.

Hence the improvisation helped to survived the new possibilities and safer environment to work. However, it was only possible due to spontaneous planning. This planning unfolds many circumstances by doing overlapping of time management techniques.

In preparation before disaster one just not need to have backup of disaster instead should have the tool to help in improvisation and spontaneous planning.

Spontaneous planning as stated is the immediate planning by looking at the circumstances therefore ones who practically seeing the situation are in better position to react in place of those sitting in office and deciding. Spontaneous planning help to create positive impact in the outcome as all the portions are monitored closely and that to all together.

It takes place when the actual planning which was forecasted and decided cannot help the current situation therefore, one needs to have detailed planning for any unforeseen event as not every time spontaneous planning will work when any disaster is unfold.

Hence it is not fully effective because it is done immediately therefore chances of loopholes are higher. However, yet it is considered good because the aim is to manage the time by doing multiple things at one go.

Improvisation is the aid to creativity and flexibility. After the occurrence of any disaster step are made to avoid such kind of repetition therefore every time the disaster is unfold, new techniques are launched to save the project from any disaster. However, for improvisation their needs be proper planning otherwise improvisation needs to be critically analyzed giving chances to higher deviations. Hence for having positive impact of improvisation the officials need to be creative and flexible and who all can think out of the box in the current situation.

Hence, these were the impact of spontaneous planning and improvisation on any disaster.
