In this situation, we want to examine or see the effects of varying two factors(time length and format). So, obviously it is a factorial experiment.

And we are testing the time factor at three levels(15,30 and 60 seconds) and format factor at two levels(animated and live)

Hence, description a) is correct for this study that it is an experiment with two factors(length and format), one having 3 levels(15,30,60 sec) and other having 2 levels(live and animated) for 6(2*3) treatments.
