In between these two dates, there was poor planning, terrible decision making, political gridlock, and even intentional sabotage that hurt this process and inevitably attributed to the issues of the initial rollout.

On the first day of sign-ups, only six people were able to fully enroll. The issues lasted for months after the release and were ridiculed by the media.

A government is gridlocked when the ratio between bills passed and the agenda of the legislature decreases.That is why such initiative to roll out the information system for the use of american citizens to use the website for search the healthcare insurance became problematic.After the roll out, many users who tried to create an account experienced long wait times and glitches. It is the first and foremost activity to achieve desired results. but if the plan at initial stage was poor then what could have been done, results would be according to the plan means poor results.
