Bid evaluation process- Bid evaluation process considered to be an organized process where comaparison of various bids take place to choose the best one out of it. The effort made to acquire goods, works and services necessary to achieve the goals of an organization. The main function of bid evaluation is to determine the lowest evaluated responsive bid among all the bids.

There is a seperate pannel which is set up to decide or evaluating the best bid out of all. Different organization have different rules, how to or when pannel is supposed to be call is depend on organizational structure only,  the evaluation criteria are predefined and included in the bidding documents.

The main purpose of bid evaluation is to determine the lowest evaluated responsive bid among the bids submitted but the lowest evaluated bid may or may not necessarily be the lowest priced bid. A logical systematic procedure are there for bid evaluation. The main fuction of bid evaluation is striking a balance between cost and quality may be necessary to meet the targets. The four important step should be carried in a logical sequence.

1- Basic Data- Collect all the information properly before starting the bid.

2- Record of Bid Opening -All the bids are opened at the time, date, and place specified in the bidding document.

3- Preliminary Examination of Bids - The main purpose of this step is to examine what is the actual contents of the bids that are received and whether they are complete as required by the bidding document or not.

4- Clarifications, Deviations, Reservations, and Omissions - All the areas or the point should properly examine by the bidders.

The bid evaluation report should include such information and documentation to establish to the satisfaction of ADB that results of the evaluation are consistent with the procurement arrangements provided in the financing agreement.
