Reason - working in rotation will be not that much productive as comparison to working in shifts because person working in shifts become habitual of that time and workings whereas if a person started working in rotion then that person have to make then flexible according to the time And working hours.

Also in shift working the company continuously make production whereas in rotation working, the company may have to stop its work for some time

There is no need to avoid shift work.
