answer:

About 80% of people with hemophilia have hemophilia A. However, about 20% of people have hemophilia B (factor IX deficiency). One of the most common bleeding disorders affecting women is von Wille brand Disease.

so 1 in 4000 is the population of female who will be carrier of the disease.
