Five national needs -

The bureaucratic government is the largest organization which is hierarchically structured to carry out specific functions such as forming effective rules, regulations and policies.

Bureaucracy grew efficiently with the constant need for some national needs such as -

1. War.
2. Geography.
3. Economy.
4. Race.
5. Mortality.

i) War -

It is very well known that when a country prepare for it's war, it develop it's resources and strength quite a lot. So, when U.S. become mobilized for war, bureaucratic government improved.

ii) Geography -

The vast United States needed good mail services, transportation facilities, distribution of lands, strong military facilities, etc. All these can only be done by the bureaucratic government.

iii) Economy -

To make U.S. economically much much stronger, the Federal government has increased the responsibility towards economic performance, which helped to regulate the business effectively. This helped Federal reserve bank to stabilize it's condition.

iv) Race -

Civil war happened due to discrimination in race and slavery. After the war, reconstruction has been done by the Federal government, and also has taken care of matters like immigration, CEA, occupation, etc.

v) Mortality -

There was a need to develop moral rules so to decrease the rate of mortality nationally. So, this needs to have some sophisticated agencies in the Federal government.
