To draw a scatter plot on excel:

1. Take 'A' as Year and 'B' as debt.

2. Now, select cells A14:B14.

3. On the Insert tab, click the "Scatter Chart" command.

4. Now, Choose the type with "No lines".

5. Various "Chart tools" will open.There you can select Design, Layout and Format as per your requirement.

6. Your scatter plot is ready.

B To find the best fit line from the scatter plot in Part A - Go to the "Layout", click on "Trendline" and select "Linear trendline".

C In the "Trendline" Choose more " more trendline options". There Click on "Display equation on chart". This will be the slope of the chart.

Slope of the chart is

y = 960.58x + 3640.3

From there, average rate of change is computed.

Average rate of change from 2000 to 2004

= (Debt in year 2004 - Debt in year 2000)/4

= (7,379 - 5,807)/4

= 393

D.

Average rate of change from 2006 to 2008

= (Debt in year 2006 - Debt in year 2008)/3

= (10,025 - 8,507)/3

= 506

E.

Average rate of change from 2010 to 2012

= (Debt in year 2010 - Debt in year 2012)/3

= (16,066- 13,562)/3

= 834.66

F. To predict the national debt in 2020, we will select "Linear Forecast Trendline" instead of "Linear trendline". From there we can see that the coressponding value of Y-axis for the year 2020 is 20,000.

So, the national debt predicted for the year 2020 is $20,000 billions.
