Why did William Leuchtenburg say that the New Deal was a halfway revolution?

New Deal was initiated and implemented by Mr. Roosevelt in 1933 to help people who suffered due to great depression in that period. Though, Leuchtenburg branded this new deal to be a halfway revolution, because new deal could not achieve the ideological and political consensus. Many politicians termed new deal to be a kind of social reforms that were not accepted by them and considered against the business interests as it also showed government interventions. Many economists also were against the government intervention as they were influenced by classical view point and completely opposed to government intervention in capitalistic economy.

so, new deal had all the good intentions for people, but could not achieve the overall consensus. So, the new deal had been termed as halfway revolutions by Leuchtenburg.
