This statement in the book reflects it's context in the power of unity. This can also be related in the case of real life. It shows how in order to carry out a task or to implement a plan, more than one individual would require to intervene to bring out the efficiency to it's maximum potential. However, it can also be seen that without a common goal and a plan, they would not possess awareness on what is to be done for achievement of the desired outcome. Hence, action and execution of the plan is important in order to understand how it will affect the situation rather than assuming something.
