Could someone help to respond back to the commmet below

While conducting training for a group of engineers at large company they told me that they had had 4 managers in the past 12 months. They were confused as to their collective and individual goals. I asked them to describe the company's overall goals. Their answer was both startling and sad - The new president had not told anyone what his goals were! They didn't know how their work was connected to those unknown (never stated) goals so they had no idea what work they should be doing. Sadly that situation meant that this elite engineering dept,. had been in essence, producing little to no work for over 12 months.

4 Managers of Elite Engineering dept should first of all discuss themselves about each other work area and understand what is common and different in their work area and performance.

Secondly they should go back to their management and should not wait till performance appraisal to discuss their role in the overall contribution towards organizational goal. No Management will say no to them it they want to align their individuals to Company goal , because that is the ultimate management role and process. If management denies it shows that company either is in closing mode or top management need a change.
