Only the second statement, i.e. "Proteins in the extracellular matrix are produced inside of a cell and then secreted" is true.

The cytoplasm is a very crowded place and many proteins remain compartmentalized. Therefore, the extensive interactions observed between molecules within the extracellular matrix may not be present within a cell. Hence, the first statement is incorrect.

Many, but not all, of the proteins in the extracellular matrix are glycosylated. Hence, the third statement is incorrect.

Protein synthesis does not take place outside of a cell. Hence, the last statement is also incorrect.
