Answer is

(d) It is the ratio of the mean square between to the mean square within.

F = MSB / MSE

F ratio  is the ratio of  variance between the groups to the  variance within the groups. If variance between the groups is significantly more than variance within the groups, then F test result is significant , we can conclude that the mean of all the groups are not equal .
