Incidence is the rate of new cases of a disease. Whereas Prevalence is the actual number of cases alive with the disease either during a period of time or at a particular point in time.
Incidence would be more useful for reporting epidemics, whereas the diseases that have low cure rate and survival depends on maintenence, it would be good to study Prevalence.
Hence in case of HIV patients too we would frame a policy base on Prevalence rates.
