Yes, It is completely true that higher education needs to take more responsibility in reinforcing the practice of civil discourse. Because students of higher education should know the importance of civil discourse and how important it is in the matter of state.
Civil discourse is to think critically, solve problems, learn to communicate effectively and respect the view point of others.
If I have the power to make plan about civil discourse I will go for following steps:
Problem: First of all we need to understand the problem. In Ohio, students or youth especially from higher education have problems regarding civil discourse like some don't think critically, some don't have problem solving skills, some are not effective communicators and some don't respect other's views.
Inherency:
Inherency is of four types
Here we will talk about following:
Gap inherency: Present system knows the problem regarding civil discourse but could not be able to take some actions due to unawareness about the civil discourse.
Attitudinal inherency: Higher education students are not concerned about the critical thinking, they don't respect other views even they are not good listeners.
Existential inherency: In Ohio, people don't think that civil discourse should be in role because they don't know the importance of the civil discourse.
Now I will have to do something for higher education students so that they can come in contact to civil discourse. For this I will do following:
Policy: Ohio University will launch a compulsory course regarding civil discourse with theory,training and practical for higher education students.

Disadvantages:
There is no such disadvantage of civil discourse if used with care and understanding. But sometimes due to egoistic problem of people this civil discourse may turn into fight.
A healthy discussion may end up in fight due to bad listening and superiority complex.
"I will win" thinking may lead to fight sometimes.
There may be more disadvantages that depends on the situation snd the thinking of the members involved in civil discourse.
