In ANOVA, if null hypothesis of all means are equal is not rejected , that means all means are equal, then there is no need to do Post-hoc testing.

But if null hypothesis of all means are equal is rejected, then we conclude that there is difference in at least one of the means. Since we have more than 2 groups, we need to know which two groups have different means.

In order to test difference of pairs means, we need to do Post-hoc testing.
