In the Challenger case advocacy has dominated the inquiry approach. Advocacy is that approach which convinces the people about its proposition, no matter if the proposition is correct or not. Advocacy approach helps in convincing a large group of people about its proposition.
De Bono's parallel thinking states about different hats. Each that provides a particular reason. White hat ignores the date which are not needed. Blue gat manages the thinking process by time keeping. Yellow hat finds the value and benefits of ideas. Black hat identifies the problems. Therefore, different hats have different procedures to win an argument. Therefore, it would not have helped in the challenger situation.
