Having the capacity of doing something and doing something are two different things. Even an individual has a potential and capability to turn bad and is evident by events like where suicidal-bombers take away lives of others by killing themselves. But how many such events take place frequently? Few and that too when we have population of billions!
Now coming to north-korea, which is just one in a world of more than 300 countries, developing the capacity to launch ten intercontinental nuclear-armed missiles is like creating a suicidal bomb for itself. Launching any of it will definitely create harm for USA on security grounds but definitely destruct North Korea given the warfare power [interceptor missiles] and influence of USA on a global stage. North Korea barely have any kind of support. USA has various strategic options to launch nuclear-armed missiles like Guam Island. North Korea if anything can only create as many suicidal bombs it like by going against international norms but can’t explode any as it is aware of the fact that if do anything like that then it will damage itself first.
