The total number of ways of placing four apples into 3 buckets is 43=64 as each apple has 3 options to be placed.

Now number of ways in which the first two buckets end up with no apples is exactly 1 as 3rd bucket is fixed to have all apples. Hence the probability of this even is 1/64 = 0.016
