The efficient amount of emissions of a uniformly-mixed fund pollutant is the quantity at which marginal damage cost equal marginal control cost. As the marginal cost of pollution damage increases, the marginal cost of pollution control also increases. Small amount of pollution has minor effects. At the same time entire emissions cannot be controlled, but first part portion can be controlled.
