The high is reached at .05mg/kg. This means that for a person of 1kg weight, 0.05mg drug is needed to experience a high.

Therefore, for a person of 50kg, 2.5mg drug will be needed to get high.

Now, 0.25 g drug is present in 236.5 ml water.

So, 1g =1000mg drug will be present in 236.5÷0.25 = 946 ml

And, 2.5 mg drug will be present in (946 × 2.5) ÷1000 ml

= 2.365 ml

Hence, a person need only 2.365 ml solution to get high.
