It took so long to identify him because DNA evidence was not used in criminal investigations back then (1970s). Later, detectives found a familial match in the system to the samples collected from crime scene back then. This meant that someone related to the criminal was serving time in the prison system. This relative was found to be that of Martinez who was already a suspect in that old case.

Authorities found an old DNA sample of his from a former girlfriend's house in Central Valley, California.
