Number of options for first letter = 1

Number of options for second letter = 25 (all letters except A)

Number of options for third letter = 24 (all letters except the first 2)

Number of options for last digit = 1

Number of options for first digit = 9

Number of ID cards possible = 1x25x24x9x1

= 5400
