This is a concave mirror. The image is virtual and upright for distance less than 30 cm (focal length of the mirror). As you move away further it disappears and it turns upside down.

The convex mirror always produce small size and upright image. The flat mirror produces the same size upright image.

3) You should aim below the fish. Due to refraction the fish appear closer than it actually is. To overcome this you aim below the fish.
