R = Reaction rate = slope = A/T = 30/20 = 1.5 approximately.

Ziegler-Nichols PID parameters are given by

Kp = 1.2/ RL = 1.2 / (1.5*15) = 0.0533

Ti = 2L = 2*15 = 30

Td = 0.5L = 0.5*15 = 7.5

The derivative gain is given by

Kd = Kp * Td = 0.0533*7.5 = 0.4 approximately.
