Explain the relationship of local, state, Federal, and private organizations to the planning process (what agencies and organizations are involved, what ESF's are represented, what roles do various agencies play in the planning process and how do those roles relate to their roles/duties during a real disaster?

LOCAL :- The role of the local agencies is to "Protect" the people and property from any disaster that occurs within the territorial limits of a county, city & county" or city. The prime responsibility if "implementation" of emergency plans and "critical action" is on the local authorities. The Local Agencies coordinates with the State and Federal agencies to ensure Deployment of law enforcement, fire-fighting services, emergency level response personals, activate emergency operation centers, and protect local public.

STATE :- The state agencies role starts when the disaster crosses the potential, local resources and capacities of the local's to control the disaster.

Federal :- the Federal come into play when the situation goes wild / big/ on a larger scales then the Federal government take the situation in their control.  

Based on the factors as the location, severity of the incident, property and population being effected, there are programs initiated to protect the property and public from any disaster.

Fire Management Assistance Grant : The Federal government issues funds to Local/ state agencies to determine the characteristics of fire and to suppress the fire.

Federal Disaster Response Fund : is reimbursement of response related costs.  

Small Business Administration (SBA) : The Real and personal Property Loans for uninsured losses due to calamity.

Each of these agencies have a"Defined Roles" under its jurisdiction to play. Once the disaster in greater than the responsibility of the agency, it then becomes the "shared" responsibility of the other agencies. All these agencies work in coordination with each other, as the time to fight disaster might be very short. In the "planning" process, each agency have their own roles defined, and once the situation becomes, or is expected to go out-of hand, immediately the next level agency is called for help.

The Federal Agency is under the supervision and guidance of the President and has the highest authority. It monitors, governs, provides assistance to all the other agencies in the hour of need.
