In the solution proposal DF = 21 when testing this hypotheses, but when doing a f test for significant regression DF is 24.

I need help understanding this:)

The proposal you talked of with 21 DF is completely wrong in this context. The residual df is 24, then tests for separate regression parameter will be based on t with 24 df and F test for significance of regression will be based on F statistic with (2,24) df. Therefore, 21 df test is completely wrong here.
