It is both by competitive and noncompetitive inhibition.

In competitive inhibition, the competitive inhibitor binds at active site thus preventing the substrate from active binding.

In noncompetitive inhibition, substrate and inhibitor can bind simultaneously to enzyme molecule at different binding sites.
