To reject null hypothesis, test statistic is less than -1.96 or greater than 1.96

x - 1 < -1.96 or x - 1 > 1.96

=> x < -0.96 or x > 2.96

Type II error rate = P(Do not reject H0 | H0 is false)

= P(-0.96 < x < 2.96)

= P(0 < x < 2.96) as X > 0

= 1 - exp(-2.96)

= 0.9482
